The Township of The Archipelago respectfully acknowledges that we are situated on traditional Anishinabek lands. We are grateful for the opportunity to live and work here and we thank all the generations of people who have cared for these lands and waters for thousands of years. We recognize and deeply appreciate their contributions that have shaped and strengthened this community and country as a whole. This recognition is part of our collective commitment to our ongoing learning and reconciliation in The Archipelago community.

Before we begin our meeting today, I’d like to remind staff, Council members, and the public of the importance of upholding proper decorum in the Council Chambers, as outlined in the Township’s Procedural By-law.

We ask that all participants act with respect and professionalism throughout the meeting. This includes avoiding interruptions, directing all remarks through the Chair, and using a respectful tone in discussions. Our goal is to create a productive and respectful space for open dialogue, ensuring all voices are heard in an organized manner.

  • NOW THEREFORE BE IT RESOLVED that the April 17, 2026 Revised Council Agenda, be approved.

  • WHEREAS Tom Lundy proudly served as Councillor for Ward 1 during the 2014–2018 and 2022–2026 terms of Council, dedicating eight years of leadership and service to the Township; and

    WHEREAS during his tenure, he served on the Parry Sound District Social Services Board, the Parry Sound Public Library Board, and the Parry Sound Community Policy Advisory Committee; and

    WHEREAS in service to his constituents, Tom was actively involved in the Pointe au Baril Nurse Practitioner-Led Clinic Committee and the Pointe au Baril Raise the Roof Steering Committee; and

    WHEREAS Tom demonstrated a strong commitment to the Pointe au Baril community, dedicating his time and leadership to initiatives that enhanced local services and strengthened community connections; and

    WHEREAS Tom was widely respected throughout the District for his integrity and professionalism, and was known for his collaborative approach and genuine dedication to public service; and

    WHEREAS
    Tom Lundy passed away on March 23, 2026, leaving a lasting legacy within the Township.

    NOW THEREFORE BE IT RESOLVED that Council of the Township of The Archipelago hereby recognizes the significant contributions and dedicated service of Councillor Tom Lundy and extends its sincere condolences to his family, friends, and all those who had the privilege of working alongside him.

  • NOW THEREFORE BE IT RESOLVED that Council approves the stopping up, closure and conveyance of the original shore road allowance fronting 1522 Georgian Bay Water, Township of The Archipelago, as shown on the attached schedule submitted on March 24, 2026,  which excludes the portions of the shore road allowance that abuts Environmentally Sensitive One (ES-1) Zoning.

  • NOW THEREFORE BE IT RESOLVED that Council receives the Revised April 2026 Council Correspondence listing.

Establishing and funding a municipal stream under the Freshwater Action Plan

  • WHEREAS the Great Lakes and St. Lawrence Cities Initiative represents municipal and Indigenous government leaders working to protect freshwater resources and advance economic prosperity across the Great Lakes and St. Lawrence River Region; and

    WHEREAS municipalities and First Nations are frontline implementers of freshwater protection, restoration, monitoring and climate adaptation initiatives; and

    WHEREAS municipalities play a critical role in improving water quality, strengthening shoreline and watershed resilience, and advancing a growing water innovation economy across the region; and

    WHEREAS the Great Lakes and St. Lawrence River system provides drinking water to more than 40 million people; and

    WHEREAS the 2022 State of the Great Lakes Report, prepared under the Canada–United States Great Lakes Water Quality Agreement, assessed overall water quality in the basin as “Fair,” highlighting the need for continued and accelerated action to restore and protect freshwater ecosystems; and

    WHEREAS the Great Lakes-St. Lawrence basin is an North American economic engine with $666 trillion plus annual GDP, ranked 3rd globally if it were a country, and supports 30% of combined US/Canadian economic activity; and

    WHEREAS
    municipalities face significant and growing financial pressures to maintain and upgrade aging water infrastructure, with estimates indicating that over $50 billion is required to repair and replace drinking water and wastewater systems across Canada; and

    WHEREAS water and sewage infrastructure funding is not tied to population growth and subject to 'lottery style' funding from senior levels of government as opposed to predictable, stable sources based on population growth and new environmental technology adoption; and

    WHEREAS
    data from Statistics Canada shows that approximately 17 percent of treated drinking water is lost before reaching end users due to leaks and system inefficiencies, reflecting the urgent need for investment in modernization and system renewal; and

    WHEREAS according to Statistics Canada, Canada treats approximately 5,800 million cubic metres of wastewater annually, yet about 3.7 percent is discharged untreated into the environment, posing ongoing risks to water quality and ecosystem health; and

    WHEREAS wastewater infrastructure across Canada and the United States is aging and placing growing pressure on local governments; Statistics Canada reported that sewage infrastructure had the highest average age of any major infrastructure asset category in 2021 at 17.5 years nationally, while sewage treatment plants specifically averaged 16.0 years in the latest national data series; and in the United States, most wastewater treatment plants are designed for an average lifespan of 40 to 50 years, with many systems constructed in the 1970s and 1980s now requiring significant reinvestment, repair, or replacement; and

    WHEREAS many smaller municipalities continue to rely on lagoon-based wastewater systems because they are comparatively simple and lower-cost to operate, but these systems can face significant compliance and performance challenges; federal reporting has found that lagoons are the most common wastewater system type in Canada, representing 56 percent of reported systems, including 154 systems in Ontario and 340 in Québec, and that lagoon systems accounted for a large share of suspended solids exceedances and 68 percent of reported acute lethality test failures among systems that failed such tests in 2017; and

    WHEREAS greater efficiencies in lagoon treatment systems can be achieved through low energy, cost effective, advanced technologies available in Canada; and

    WHEREAS
    lagoon systems are also widely used in small, rural, and Tribal communities in the United States, and the U.S. Environmental Protection Agency has warned that the financial and technical barriers to upgrading those systems can contribute to human-health, recreational, and aquatic-life impacts, while wastewater contamination in rural areas may also threaten small drinking-water systems and private wells; and

    WHEREAS federal data in both Canada and the United States show that boilwater advisories are more common in smaller systems and communities, often reflecting limited technical, managerial, and financial capacity, aging infrastructure, and increased vulnerability to system failures and contamination events; and

    WHEREAS the Government of Canada has committed significant investments through the Freshwater Action Plan and established the Canada Water Agency to strengthen freshwater protection nationwide; and

    WHEREAS effective freshwater protection requires predictable, long-term funding and program structures that enable municipalities of all sizes to participate; and

    WHEREAS investments in municipal freshwater initiatives can support the growth of a water innovation economy and strengthen the economic competitiveness of communities across the region.

    NOW THEREFORE BE IT RESOLVED THAT:

    1. The Cities Initiative calls on the Government of Canada to fully implement and permanently fund a Municipal Stream under the Freshwater Action Plan, codesigned with municipalities and First Nations and prioritizing the needs of communities across the Great Lakes and St. Lawrence River Basin
    2. This Municipal Stream should:
    1. Support science, monitoring, restoration, infrastructure planning, climate resilience and local implementation activities led by municipalities and Indigenous communities.
    2. Include predictable and regularly scheduled funding intakes aligned with municipal budget cycles, enabling municipalities to develop strong and collaborative project proposals.
    3. Include dedicated access streams for both large and small municipalities, as well as streamlined and proportional application and reporting requirements, ensuring equitable participation across communities of different capacities.
    4. Provide technical assistance, knowledge exchange and capacity-building support to accelerate the adoption of innovative freshwater protection and infrastructure solutions across municipalities
  • NOW THEREFORE BE IT RESOLVED that Council of the Township of The Archipelago, pursuant to Section 262 of the Municipal Act, 2001, S.O. 2001, c. 25, as amended, hereby declare the Ward 1 Councillor seat to be vacant; and

    FURTHER BE IT RESOLVED that Council hereby direct staff to fill the vacancy by way of Appointment through a Call of Applications process.

  • WHEREAS World Press Freedom Day is observed annually on May 3 to recognize and promote the vital role of a free and independent press in supporting strong, healthy democracies; and

    WHEREAS this day highlights that press freedom serves the public good, affirms the right of all individuals to access and share information, and recognizes the importance of ensuring journalists can work safely while informing the public; and

    WHEREAS World Press Freedom Day provides an opportunity to celebrate the fundamental principles of press freedom, assess its state around the world, and defend the media from threats to its independence. 

    NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago hereby proclaims May 3, 2026 as World Press Freedom Day.

  • WHEREAS access to healthcare is a fundamental right for all citizens, regardless of their geographic location or financial circumstances; and

    WHEREAS for 40 years, Hope Air, a charitable organization, has been dedicated to removing barriers to healthcare by providing free travel supports for Canadians who must travel far from home to access medical treatment; and

    WHEREAS Hope Air helps bridge the distance between patients and ensuring that people living in rural, remote, and underserved communities can reach life-changing anf life-saving medical care; and

    WHEREAS the impact of Hope Air extends beyond the individual patients by supporting families, strengthening communities, and contributing to a more equitable healthcare system across Canada; and

    WHEREAS the compassion and commitment demonstrated by Hope Air, its volunteers, partners, donors, and supporters over the past four decades examplify the power of community and collective action; and

    WHEREAS Hope Air’s 40th Anniversary is an opportunity to recognize the importance of equitable access to healthcare and raise awareness of the challenges many Canadians still face in reaching the medical care they need;

    NOW THEREFORE BE IT RESOLVED that the Township of The Archipelago hereby proclaims May 6, 2026, known as "Hope Air Day", in recognition of the invaluable contributions made by Hope Air to the health and well-being of individuals in Ontario's remote and rural communities.

  • WHEREAS Ontario Regulation 278/98 under the District Social Services Administration Boards Act, R.S.O., 1990, states that the District of Parry Sound Social Services Administration Board shall consist of 15 members and that the Township of The Archipelago and the Town of Parry Sound jointly represent Area 2; and

    WHEREAS the Township of The Archipelago is responsible for appointing two of the three members representing Area 2 for the 2022–2026 Term of Council; and

    WHEREAS a vacancy has occurred in one of the Township’s appointed positions due to the passing of a Ward 1 Councillor.

    NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Earl Manners as a member of the District of Parry Sound Social Services Administration Board, for the remainder of the 2022-2026 Term of Council.

  • WHEREAS a vacancy has occurred in the Township’s appointed position on the OPP Detachment Board.

    NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Dan MacLeod as a member of the OPP Detachment board for the remainder of the 2022–2026 Term of Council.

  • WHEREAS a vacancy has occurred in the Township’s appointed position on the Parry Sound Public Library Board.

    NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Alice Barton as a member to the Parry Sound Public Library Board for the remainder of the 2022-2026 Term of Council.

  • WHEREAS a vacancy has occurred in one of the Township’s appointed positions on the West Parry Sound Recreation and Cultural Centre Joint Municipal Service Board.

    NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Rick Zanussi as the alternate member of the West Parry Sound Recreation and Cultural Centre Joint Municipal Service Board for the remainder of the 2022-2026 Term of Council.

  • NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Alice Barton to the Boating Safey Committee to fill a vacancy for the remainder of the 2022–2026 Term of Council.

  • NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago hereby appoints Councillor Scott Sheard to the Nurse Practioner Lead Clinic Advisory Committee to fill a vacancy for the remainder of the 2022–2026 Term of Council.

  • NOW THEREFORE BE IT RESOLVED that Council supports the proposed draft revisions to Schedule “A” of the Building By-Law to update the fees for building permits and direct staff to circulate notice and schedule a public meeting pursuant to 7(6) of the Building Code Act.

  • WHEREAS Bell Mobility, through their agent Deborah Williamson, has submitted correspondence with respect to the proposed installation of a 60-metre, guyed, telecommunications tower and fenced ground-level compound to be located on private property at 70 Healey Lake Road in the Township of The Archipelago; and

    WHEREAS Bell Mobility, through their agent, has undertaken the prescribed public notification for citing a new tower and is now requesting a Letter of Concurrence from the Township.

    NOW THEREFORE BE IT RESOLVED that Council hereby authorizes staff to provide a Letter of Concurrence to Deborah Williamson and Bell Mobility for the proposed telecommunications tower – project X6523; and

    FURTHER BE IT RESOLVED that the Letter of Concurrence shall expire in 2 years from the date of adoption if construction has not commenced.

  • WHEREAS the Township of The Archipelago has maintained a long-standing Municipal Forest Fire Management Agreement with the Ministry of Natural Resources, Aviation, Forest Fire and Emergency Services, for the provision of wildland fire management services within the Township; and

    WHEREAS by letter dated April 10, 2026, the Ministry of Natural Resources provided written notice that the Municipal Forest Fire Management Agreement with the Township of The Archipelago will be terminated effective May 10, 2026; and

    WHEREAS the Ministry’s letter notes that the existing agreement was otherwise in effect from April 1, 2022, to March 31, 2027; and

    WHEREAS Council is deeply concerned that the termination notice has been issued at the outset of the 2026 fire season, providing only the minimum 30 days’ notice, thereby significantly limiting the Township’s ability to undertake operational and administrative planning in a reasonable and orderly manner; and

    WHEREAS Council further notes that this timing provides little opportunity for the Township to assess and account for the financial implications of the termination; and

    WHEREAS Council is of the view that notice of this significance should have been provided well in advance of the fire season and at a time that would have allowed municipalities to properly review budgets, evaluate risk exposure, and make any necessary service and financial adjustments.

    NOW THEREFORE BE IT RESOLVED that Council for the Township of The Archipelago formally expresses its dismay and strong concern regarding the Ministry of Natural Resources’ decision to terminate the Municipal Forest Fire Management Agreement effective May 10, 2026; and

    FURTHER BE IT RESOLVED that Council strongly objects to the timing of the termination, which coincides with the commencement of the fire season and provides only the minimum 30 days’ notice, leaving the Township with insufficient time to responsibly prepare for the operational and financial impacts of this change; and

    FURTHER BE IT RESOLVED that Council requests that the Ministry of Natural Resources reconsider the timing of the termination and extend the current agreement, or otherwise implement an appropriate transition period, to allow the Township and similarly affected municipalities adequate time to plan, budget, and prepare for the 2026 fire season and beyond; and

    FURTHER BE IT RESOLVED that Council requests clarification from the Ministry regarding the anticipated cost framework, administrative process, and operational protocols that will apply to wildfire suppression services on patented land following termination of the agreement; and

    FINALLY BE IT RESOLVED that a copy of this resolution be forwarded to the Honourable Minister of Natural Resources, Mike Harris, and the MPP for Parry Sound- Muskoka, Graydon Smith.

  • NOW THEREFORE BE IT RESOLVED that the following Council members are approved to attend the District of Parry Sound Municipal Association Spring Meeting on May 29, 2026 at the Kearney Community Centre Emsdale Community Centre: Councillor Earl Manners.

  • Being a By-law to Authorize the Reeve and Clerk to execute an Agreement between the Township of Seguin and the Township of The Archipelago for the provision of Emergency Response Services to Southern Areas of the Township.

  • Being a By-law to adopt the budget for all sums required for 2026 for the purposes of the Corporation of the Township of The Archipelago.
